The device (1) has a clip element (2) formed of a plastic part for materializing a clip. The clip is formed with two bits (5) fixed by an elastic connection zone (7), of the plastic part. A hook element (3) is formed by another plastic part (8) materializing a hook (9). A fixing unit fixes the hook element to the clip element. The clip element and the hook element are freely moved with respect to each other as two links of a chain when the elements are fixed with one other by the fixing unit. A closing unit is consisted of irreversible closing clipping unit.
