The device has operating handles (3) articulated on parts comprising blades or half-jaws (1) and a clamp (5). Internal faces of the clamp carry the handles placed at a side of the blades or half-jaws on the parts. The clamp slides toward articulation axles (4) between the operating handles and the parts during operation to increase a lever arm around each of the axles and multiplying clamping or cutting force. An adapted stop (6) is provided on each part by being directed toward the articulation axles to bear thrust on the clamp during operation.
