The device (1) has two floats (2), where each float is provided with a maintaining stand (4). A displacement limiter is provided with two locking flanges, and is arranged on a guiding cord (71) placed at any location. A direction bar-holder is installed on a keystone (26). The direction bar-holder maintains a direction bar that includes a handle adjusted to front or rear position. A cord-holder is arranged on each side of the keystone, and maintains a ball-holding cord. A ball is anchored at a bottom of a cord.
