The device has motor units rising or descending steps (11) on a surface or at a bottom of a basin and equipped with step driving units. Locking units are composed of angle irons (41-43) and a rod (48), and lock the positions of the steps so that the steps form a platform for accessing a handicapped person in an operating mode to maintain the steps on a same horizontal level. The locking units lock each step at maximum descending depth in another operating mode so as to form an immersible retractable staircase (20). The step drive units include step supports (40).
