The device has a volume (1) formed in shape of a propeller (10) and partially immersed on a surface of sea, where an axis (2) of the volume is maintained parallel with direction of propagation of waves at an average level of the surface of the sea. Projection length of a step of the propeller at the direction of propagation of the waves is maintained adjacent to wavelength of the waves by action on an orientation device. A floating device is formed with a ballasted volume (3b).
