A portion of an edge of each cut cooperates with a portion of an edge of a notch in a blocking state. A receiving slit (20) receives prestressing longitudinal horizontal reinforcements (4), and extends from a lower edge (31) of the device at a specific distance adapted for transversely mounting the horizontal reinforcements.
