The apparatus has a locking plate rotatably assembled on a side of a fixed support (1), where the locking plate and the support are pierced coaxially so as to form an opening for engaging a tubular unit through a hollow shaft (2). A rotary support plate (5) is assembled on another side of the support in a coaxial alignment manner, and receives a motor unit to rotatably drive a cutting tool i.e. cutter. The support, the locking plate and an arrangement of the support are formed of stacked sheets cut with laser while having realizing units to realize required functions.
