The device has a signal acquisition and processing unit (12) acquiring and processing signal of intensity of reflected light and connected to a receiving unit i.e. optical receiving fiber (11). A set of parallel and circumferential patterns is arranged at an outer surface of a cylindrical element to constitute a target (14). Longitudinal displacement of the cylindrical element causes variations of the reflected light intensity, where the variations are utilized by the acquisition and processing unit to determine a position and longitudinal speed of the cylindrical element. An independent claim is also included for a starter for an internal combustion engine.
