The invention has three main elements. Firstly the system calculates a matrix of the number of resource units (RU) (eg. slots, sub-carriers) required for each combination of modulation and coding scheme (MCS) and media access control (MAC) protocol data unit (MPDU). Where multiple MCS need the same number of RU for a given MPDU size, the table is optimised by discarding the less robust combinations. Secondly, the MCS are used in an adaptive modulation and coding scheme (AMC) that can be used with groups of terminals in a group resource allocation (GRA) scheme. This allows multiple groups to be formed within a single frame, each of which has a set of shared parameters (eg. MCS). Multiple groups can have the same parameter sets. Thirdly, the AMC uses channel quality information (CQI) reports. Hierarchical reporting about different nodes/sub-carrier groups can be used in combination with reporting the CQI of best-m sub-carriers. Terminals may move between GRA groups dependent upon CQI information, or groups may move to different sub-carriers.
