PROBLEM TO BE SOLVED: To provide a business personnel arrangement system capable of deriving a personnel arrangement pattern for effectively utilizing human resources while guaranteeing safety and quality in a business.SOLUTION: A business personnel arrangement system 1 includes: a held ability DB 13a which stores business information for specifying a business, identification information for uniquely identifying personnel, and held ability information for specifying ability which the personnel hold for implementing the business; a required personnel number DB 13b which stores the business information, and required personnel number information for specifying the number of personnel to be arranged for the business; and an arrangement pattern deriving part 12a which derives the arrangement pattern of the personnel for the business, so as to arrange at least one personnel who holds the ability for independently implementing the business, and to arrange other personnel who do not hold the ability for independently implementing the business, for the business, on the basis of the required personnel number information, the identification information, and the held ability information corresponding to the business to be an object for being arranged the personnel.
