PROBLEM TO BE SOLVED: To distribute large amounts of pay contents without imposing load on networks.;SOLUTION: An encrypted content decodable by key information is converted to a broadcast wave, which is then transmitted over a wide area by a broadcast station 50. The broadcast wave is received and demodulated by a tuner unit 13. Content information to be used, as well as vehicle information and chargeable party information are transmitted to a base station 30 by DSRC (dedicated short range communication), and a billing processing is executed by a billing processing unit 34 based on the chargeable party information, while the key information is encrypted by an authentication key generation unit 32 based on the vehicle information and the encrypted key information is transmitted to a DSRC on-vehicle unit 20 by DSRC. The DSRC on-vehicle unit 20 transfers it to a content processing unit 10, and an authentication key processing unit 11 decodes the encrypted key information based on the vehicle information.
