PROBLEM TO BE SOLVED: To enable a robot to behave naturally in accordance with a flow of people by discriminating the state of a flow of a representative movement locus pre-set in an environment to allow prediction of a flow of people within the environment.;SOLUTION: A robot control system 100 includes a central control device 10, a robot 12, and a position detection system 14. The central control device 10 has a flow database 118 for storing information relating to a representative movement locus, uses a large amount of accumulated movement behavior information on people and position history of people (96) within an environment appropriately detected by the position detection system 14 to discriminate a state of flow of people for each representative movement locus, and predicts occurrence, end, continuation and the like of the flow of people in the environment.
