PROBLEM TO BE SOLVED: To provide a highly active catalyst for norbornene-based monomer polymerization, which can produce a high-molecular weight addition copolymer of a norbornene-based monomer having a polar group, and an efficient process for producing a norbornene-based (co)polymer.;SOLUTION: The catalyst for norbornene-based monomer polymerization contains a palladium complex (A) represented by formula (1). The process for producing a norbornene-based copolymer produces the norbornene-based copolymer having monomer units represented by formula (3) and formula (4) in the presence of the catalyst.
