PROBLEM TO BE SOLVED: To easily align front and rear of a catalyst layer of an anode and a cathode while preventing causing a wrinkle on a membrane electrode assembly, in a method for forming an electrode catalyst layer at a polymer electrolyte membrane by thermally pasting the electrode catalyst layer which is applied on a base material to the polymer electrolyte membrane.SOLUTION: In a first step, first and second electrode catalyst layers are formed on a base material, and in a second step, a polymer electrolyte membrane is sandwiched between the first and second electrode catalyst layers formed on the base material, to be jointed to a main surface. Here, the polymer electrolyte membrane and the first and second electrode catalyst layers on the base material in the second step are applied with a preheating temperature X before the second step. The alignment between the polymer electrolyte membrane and the first and second electrode catalyst layers on the base material is performed along with the procedure in which the polymer electrolyte membrane and the first and second electrode catalyst layers on the base material are applied with the preheating temperature X.
