PROBLEM TO BE SOLVED: To provide a method, a node device and a program which, even when an AS not publicly notifying a prefix exists on a path assumed to be normal by monitoring a BGP based UPDATE in an ordinary sequence, determines that a fault has occurred in a link having the AS on an upstream side.;SOLUTION: An observation node device determines, for each link on a normal state path, a prefix publicly notified from a node device on the upstream side of the link to be a monitor prefix. Next, it detects a non-informed node device which is not publicly notifying a prefix. Next, it adds, as another monitor prefix, a prefix publicly notified from a second upstream side node device which is different from a first upstream side node device in normal state, as viewed from the non-informed node device.
