PROBLEM TO BE SOLVED: To provide a gas diffusion layer of a solid polymer fuel cell having both high gas permeability estimated by IP gas permeability and high conductivity estimated by cross-sectioned pressurization resistivity value.SOLUTION: A gas diffusion layer has a porous aggregate structure 30 composed of fusion-bonded organic fiber OF thermally fused by heating, and because in the porous aggregate structure 30 carbon fiber CF is bound with each other with conductive particulates by a binder resin R, the porous aggregate structure 30 with relatively high rigidity by mutual fusion of relatively small amount of the fusion-bonded organic fiber OF is formed in a gas diffusion layer 18(20). Therefore, the gas diffusion layer 18(20) with both high gas permeability and high conductivity at pressurization can be obtained.
