PROBLEM TO BE SOLVED: To provide a fuel processor with which water vapor is stably supplied with little energy loss during starting, at high efficiency, and to provide a fuel cell power generation system and the operation method of the fuel cell power generation system.SOLUTION: Thermal efficiency of a fuel processor 1 is improved by installing a feed water preheater 10 inside the fuel processor 1. By arranging the feed water preheater 10 in a position lower than a bottom face of a water chamber 8a of a water evaporator 8, and also, with respect to flow of reforming water in the feed water preheater 10, by arranging a water inlet in a position lower than a water outlet, in reforming water blowdown at shut-down, the blowdown is possibly simultaneously conducted from the water chamber 8a of the water evaporator 8 to the feed water preheater 10, and consequently the configuration becomes compact, and it becomes possible to steadily stop the water vapor in the water evaporator 8. Since the body of the feed water preheater 10 is inclined so that a burner exhaust gas outlet is in a lower position, the condensed water from the burner exhaust gas is naturally discharged without staying, and corrosion is prevented because a member of a burner exhaust gas flow channel is made to be a ferrite-based stainless steel, and a stable operation over a long period of time is always possible.
