PROBLEM TO BE SOLVED: To provide a device, a method and a program for determining optimum distribution of cost for measures to achieve a target value of physical quantity of consumption with high probability, in order to reduce the physical quantity of consumption of electric power, water, gas, or fossil fuel or the like.SOLUTION: The device acquires use time of facilities for each facility and for each predetermined period, and obtains simultaneous use distribution of the facilities for each predetermined period for a fixed period of time, making a group of the acquired use time for each facility. By using the simultaneous use distribution, the device calculates distribution within setting range of total cost, so that a total value of physical quantity of consumption in the predetermined period at the facilities is within range of a set target value and a total value of the physical quantity of consumption in the fixed period of time at the facilities is minimum, and outputs the calculated result of the distribution.
