PROBLEM TO BE SOLVED: To provide a flame-resistant solvent for nonaqueous electrolytes which exhibits a high degree of flame resistance, high electrolyte dissolving power, and excellent ion conductivity, and to provide a flame-resistant nonaqueous electrolyte and a nonflammable nonaqueous electrolyte containing the flame-resistant solvent.SOLUTION: The present invention relates to a flame-resistant solvent for nonaqueous electrolytes which is characterized in that [1] a fluorine-containing phosphoric ester expressed by a general formula (1) below (where, Rf, Rf, and Rfrespectively represent independently of each other a straight-chained or branched alkyl group having a carbon number 1-5 or a straight-chained or branched fluorine-containing alkyl group having a carbon number 1-5, at least one of Rfto Rfrepresenting a fluorine-containing alkyl group) has [2] at least one kind of fluorine-containing solvent selected from the group consisting of fluorine-containing ether, fluorine-containing ester, and fluorine-containing carbonate coexisting therein when put into use, and to a flame-resistant nonaqueous electrolyte and a nonflammable nonaqueous electrolyte containing the flame-resistant solvent.
