PROBLEM TO BE SOLVED: To provide an electronic information control system, an electronic information control device and an electronic information control program, which display an annotation added to a manuscript on an appropriate image among from images output by an output device.SOLUTION: The electronic information control device comprises a content repository 20 for storing a content ID for identifying a content in relation to a printer output image when outputting a content by a printer and a display output image when outputting a content on a display, an annotation information extraction section 311 for extracting an annotation by comparing an image of a content manuscript to which the annotation is added with a printer output image stored in the content repository 20, an annotation repository 40 for storing an annotation in relation to a display output image of a portion corresponding to a portion on which the annotation is added, and a display section 312 for displaying an annotation image stored in the annotation repository 40 on a display in an overlapping manner when the content is output on the display.
