PROBLEM TO BE SOLVED: To give very strong impact force to a large amount of biomass to efficiently produce biomass micropowder.;SOLUTION: In a horizontal oscillation-giving mechanism, two driving shafts, that is, an upper driving shaft and a lower driving shaft, are installed; rotational power is transmitted from a driving means; unbalance masses are mounted on the driving shafts; and the two driving shafts are fixed to an oscillation base through which these driving shafts rotatively penetrate. In addition, a cylindrical container is horizontally placed on the oscillation base; a gap, which makes a ring-type grinding medium with a plurality of protrusions linearly formed on the external peripheral surface in a plate thickness direction, rotatively move in the cylindrical container, is formed in the inside of the cylindrical container; a plurality of the ring-type grinding media are inserted in the gap; a raw material is fed from one end of the cylindrical container; and micropowder is discharged from its other end; the cylindrical container is horizontally oscillated to rotatively move the protrusion-formed ring-type grinding media in the cylindrical container.
