If the first network device 4 decides that the traffic flow amount to the communication terminal 3 exceeds the first alarm threshold, each of the entire network boundary devices 5-1 to 5-2, located at a boundary between a network 6 and an external network, monitors whether or not each traffic flow amount to the communication terminal 3 exceeds a second alarm threshold.
