PROBLEM TO BE SOLVED: To provide a multi-language selection device that improves its operability by simplifying operation for manually selecting a language.SOLUTION: A navigation controller 1 includes: a selection screen generation unit 30 for generating a language selection screen including plural languages and having plural pages; a selection screen drawing unit 34 for displaying the language selection screen by page; a selection screen switching unit 32 for switching, in predetermined display order, each page of the language selection screen drawn and displayed by the selection screen drawing unit 34 according to a user instruction with an operation unit 5; a language selection unit 36 for selecting a use language included in the displayed language selection screen according to a user instruction with the operation unit 5; and a selection frequency compilation unit 38 for compiling a selection frequency of each use language selected by the language selection unit 36. The selection screen generation unit 30 generates the language selection screen so that a use language with a high use frequency is included in a page displayed earlier of the language selection screen.
