PROBLEM TO BE SOLVED: To provide a flood flow estimation system and a method capable of geographically and time-sequentially simulating an increase and a decrease in the flood flow in a downstream area caused by an overflow or a washout of a natural dam.SOLUTION: The present invention comprises: an input section 11 which receives input of a variety of data from an external source; a simulation database 16 which stores the variety of data input from the external source; a control section 12 which is connected to the input section 11; a motion equation calculation section 13 which is connected to the control section 12 and the simulation database 16; a continuous expression calculation section 14 which is connected to the control section 12 and the simulation database 16; and an information output section 15 which is connected to the simulation database 16.
