PROBLEM TO BE SOLVED: To implement a mechanism in which a user terminal notifies a network of target communication of a QoS control, and requests QoS.;SOLUTION: A system has a gateway device installed between a user terminal and a predetermined network, a QoS control management device, and a traffic detection device. The QoS control management device comprises: means for receiving a QoS profile including a control content and control target flow information created based on QoS request information from the user terminal, from the gateway device; means for transmitting the control target flow information in the QoS profile to the traffic detection device, and receiving flow information of a flow matching the control target flow information from the traffic detection device; and means for requesting QoS control of a band management device installed in the network, based on the flow information and the QoS profile.;COPYRIGHT: (C)2012,JPO&INPIT
