PROBLEM TO BE SOLVED: To provide a compact bubble generating device that stably generates a bubble liquid with a small bubble diameter, as well as a fixing device and an image forming apparatus equipped with the bubble generating device.;SOLUTION: A fixing solution foaming device 500 includes: a gas-liquid mixing part 540 that generates a bubble liquid by mixing air and a liquid fixing solution containing a softener that softens resin particulates by dissolving or swelling at least a part of the resin; a liquid passage for flowing the fixing solution into the gas-liquid mixing part; and a gas passage for flowing air into the gas-liquid mixing part. The fixing solution foaming device 500 further includes: air grooves 532 that are a plurality of minute passages arranged adjacent to each other to communicate with the gas-liquid mixing part as gas passages; and a fixing solution passage 522 that is a passage wider than the gas groove 532 as a liquid passage.;COPYRIGHT: (C)2012,JPO&INPIT
