PROBLEM TO BE SOLVED: To provide a carbon dioxide dissolving device capable of dissolving carbon dioxide into water in a high concentration.SOLUTION: The carbon dioxide dissolving device includes: a pressure vessel 11; a water introduction means 13; a carbon dioxide-containing gas introduction means 12; and a carbon dioxide-containing water guiding-out means 14. A carbon dioxide-containing water 15 is stored at the lower part of the inside of the pressure vessel 11; a carbon dioxide-containing gas 22 is introduced into the upper space 16 that is higher than the storage part of the carbon dioxide-containing water 15 in the pressure vessel 11 by the carbon dioxide-containing gas introduction means 12, and water 21 is introduced into the upper space 16 of the pressure vessel 11 by the water introduction means 13. The carbon dioxide-containing water 15 stored inside the pressure vessel 11 can be guided to the outside by the carbon dioxide-containing water guiding-out means 14, and the upper space 16 is pressurized higher than the atmospheric pressure.
