PROBLEM TO BE SOLVED: To control the operation of an aeration blower so that the activity of microorganisms in an aeration tank is optimum according to the circumstances of domestic waste water.SOLUTION: A water temperature sensor 240 detects a water temperature of sewage in an aeration tank 160. A pH sensor 480 detects pH of treated water which has been cleaned by microorganisms. By making an operation ratio setting part 340 set, in a ratio pattern storage part 360, an operation ratio that is a ratio of a stopping time to an operation time in intermittently operating an aeration blower 220, based on the detected water temperature and pH; the intermittent operation of the aeration blower 220 is controlled according to the pH value and water temperature of treated water that are results of many factors, such as the circumstances of domestic waste water including quantity of sewage flowing into the aeration tank 160, chemical properties and water temperature and the activity of microorganisms decomposing organisms included in sewage.
