PROBLEM TO BE SOLVED: To provide a charging/discharging control circuit of a secondary battery, a battery pack, and a battery power supply system capable of performing charging/discharging controls corresponding to expected abnormal contents based on a temperature change of the secondary battery.SOLUTION: The charging/discharging control circuit of the secondary battery comprises: a first calculation part 501 to calculate a first rate of change dTL/tL based on an amount of change dTL of a temperature t of the secondary battery 4 during a reference time tL; a second calculation part 502 to calculate a second rate of change dTS/tS based on an amount of change dTS of the temperature t during a reference time tS shorter than the reference time tL; and a charging/discharging control part 505 to control charging/discharging of the secondary battery 4 according to the first rate of change dTL/tL and the second rate of change dTS/tS.
