PROBLEM TO BE SOLVED: To provide a hydrous water-absorbent polymer-dispersed ultraviolet-curable resin composition having high porosity and uniform minute voids, and suitable as a material for forming a low dielectric constant, porous thin layer enabling thinner size and thickness; to provide an insulated electric wire using the same and a method for producing the wire; and to provide a coaxial cable.;SOLUTION: The hydrous water-absorbent polymer-dispersed ultraviolet-curable resin composition includes an ultraviolet-curable resin composition, and a hydrous water-absorbent polymer swollen by absorbing water beforehand, and dispersed in the ultraviolet-curable resin composition so that the composition has a moisture content of not less than 50%.
