PROBLEM TO BE SOLVED: To generate a picture-quality rating prediction such as a Mean Opinion Score (MOS) of a video signal under a test without using a reference video signal.;SOLUTION: Instead of using the reference video signal, a pseudo reference signal is generated from a measured result of a plurality of local impairments of the video signal under the test. The plurality of the local impairments are then accumulated to create a difference image. The difference image is then subtracted from the video signal under the test to create a pseudo reference video signal. The video signal under the test is compared to the pseudo reference video signal to generate picture-quality prediction rating. In some cases, the local impairments may be measured by separating high frequency noise from the video signal under the test.
