PROBLEM TO BE SOLVED: To provide an optical limiter circuit that is easily integrated with other optical function circuits and has a wide use wavelength, and to provide an optical receiving circuit.;SOLUTION: A demultiplexing waveguide 102 is connected to an input waveguide 101, a multiplexing waveguide 105 is connected to an output waveguide 106, and a first arm waveguide 103 and a second arm waveguide 104 are formed to connect those demultiplexing waveguide 102 and multiplexing waveguide 105 to each other. Thus, the optical circuit constitutes a Mach-Zehnder optical interference waveguide. Those optical circuits are composed of a semiconductor waveguide (for example, silicon Si, indium phosphate InP, gallium arsenide GaAs, etc.), and defect increasing processing by impurity doping, low-temperature growth, ion implantation, etc., is performed on the first arm waveguide 103 to increase the absorption coefficient of the first arm waveguide 103.
