PPROBLEM TO BE SOLVED: To perform both of user authentication and access control in a terminal for accessing PLC. PSOLUTION: A development-setting terminal 2 having encrypted user authentication information generates base sharing information, generates an encryption key from the base sharing information and transmits the base sharing information to the PLC 1. The PLC 1 having a user-managed first key generates the same key as the encryption key from the received base sharing information, encrypts the user-managed first key by the generated key and transmits the encrypted user-managed first key. The development-setting terminal 2 decrypts the encrypted user-managed first key by the encryption key, decrypts the user authentication information by using the decrypted user-managed first key and a user-managed second key to perform user authentication. Further, the development-setting terminal 2 having encrypted access right information receives the user-managed first key encrypted by the same key as the encryption key from the PLC 1, decrypts the encrypted user-managed first key by the encryption key and decrypts the access right information by using the decrypted user-managed first key and the user-managed second key to perform access control.
