PROBLEM TO BE SOLVED: To provide a method for manufacturing an extremely thin light-diffusing element having a strong light diffusing property and suppressed back scattering, at a low cost and an extremely high productivity.SOLUTION: This method for manufacturing light-diffusing elements includes steps of: mixing a matrix-forming material that contains a resin-component monomer and an ultrafine particulate component, light-diffusing fine particles, and a solvent for dissolving the monomer; and polymerizing the monomer. The zeta potential of the light-diffusing fine particles in a solution obtained by dissolving the monomer in the solvent has the same sign as the zeta potential of the ultrafine particulate component in a solution obtained by dissolving the monomer in the solvent.
