PROBLEM TO BE SOLVED: To provide a system for preventing abuse of an authority in proxy operation, in which self-approval of an issued slip issued by a proxy can be suppressed in proxy processing.;SOLUTION: The system comprises a client and a server. The client includes a slip registration drawing means 10b; a slip registration input means 20b which receives slip registration with a specified issuer or the like; a slip registration request means 30b; a proxy setting drawing means 10c; a proxy setting input means 20c; a proxy setting request means 30c; a slip approval drawing means 10d; an authorization input means 20c which receives authorization instruction with a specified authorizer or the like; an authorization registration request means 30d; and an authorization registration limiting means 120 which limits the authorization registration when the issuer and the authorizer are the same person. The server includes a determination means 70 which checks whether the issuer or the like has the authority of request or not; a slip registration means 80 which performs the slip registration when the issuer is determined to have the authority of slip registration; and an authorization registration means 110 which performs the authorization registration when the authorizer has the authority of slip authorization.;COPYRIGHT: (C)2009,JPO&INPIT
