PROBLEM TO BE SOLVED: To provide a high-speed accident determination device and a method in an electric power system, which determines whether an accident occurs or not at a very rapid speed.SOLUTION: The accident determination device comprises: a current transformer which detects a current supplied to an electric power system, and outputs it as a current detection voltage; a current determination unit which compares the current detection voltage, a voltage with the current detection voltage differentiated by the first order, and a voltage with the current detection voltage differentiated by the second order with a first, a second, and a third reference voltage which are set in advance, respectively; a photo-sensor which is installed at a location where light is generated in case of an arc accident, detects the light, and outputs a light signal; a light signal determination unit which outputs a photo-detection voltage converted from the light signal of the photo-sensor to an accident determination unit as compared with a forth reference voltage set in advance; and the accident determination unit which determines whether an accident occurs or not from a comparative determination signal of the current determination unit and the light signal determination unit, and generates a trip signal in the case where it is determines that an accident occurs.
