PPROBLEM TO BE SOLVED: To issue an efficient bulk order under the consideration of the capability of an upstream facility, efficiency in executing batch production and such a constraint as an allowable duration for maintaining product quality in concluding work center orders to be issued from a downstream process to an upstream process. PSOLUTION: In the case of making a bulk order, input items are acquired, and the grouping of the orders is executed based on the acquired input items (S23). Grouping is executed by successively dividing the adjacent orders with the designated number (S24). When the grouping is possible with the designated number, the process is advanced to an S31, and the bulk order is issued by defining the earliest necessary time as a term of delivery and total manufacturing quantity as manufacturing quantity from the object several orders in an S31. The bulk order is transmitted to a data table T54, and further transmitted to a data table T52 as a conclusion order. An instruction data table T52 is rewritten with the bulk order.
