PROBLEM TO BE SOLVED: To enable an elementary and a junior high school students as well as an elderly person to freely and correctly use the internet by, for example, allowing a school or the like to restrict a use of the internet late at night and set to prohibit the use of a community irrelevant to a lesson during a class hour.;SOLUTION: When users 201 to 203 get access to a community 220 through the network, the access passes through a disclosure time confirmation processing section 230 which monitors a clock 240. A database 221 stores user attribute information 250 and disclosure time data 251. The disclosure time data 251 includes a period of time and a corresponding object available to the users as well as alarm display data 252 which is displayed when a nondisclosure condition is met. When detecting that the current time of the clock 240 meets the nondisclosure condition by confirming the disclosure time data 251 and the user attribute information 250, the present invention blocks a connection of the user to the community 220 and displays an alarm display.;COPYRIGHT: (C)2012,JPO&INPIT
