PROBLEM TO BE SOLVED: To provide a wall surface panel ground assembly device and a ground assembly method of a wall surface panel which can reduce construction time while controlling a facility burden.;SOLUTION: A plurality of ALC panels are placed on a pair of trestles 3 which can move up and down. The ALC panels P is shifted to a hoisting jig 5 by the descent of the trestles 3, and is temporarily fastened to the hoisting jig 5 by a temporary fastening member 31. The hoisting jig 5 is transferred to an enclosure B with the ALC panels P, and a pair of the trestles 3 remain in a place where it has been installed. Because of this, even when only one unit of hoisting jig 5 is used for a pair of trestles 3, the preparation process for placing a plurality of ALC panels P on the trestles 3 can be performed even during the transfer of the hoisting jig 5, thus a loss of time can be reduced.
