PROBLEM TO BE SOLVED: To improve the safety of train operation by certainly ensuring blocking while requiring no facility cost and maintenance cost of a communication cable in a single-track operation section wherein a number of the operated train is comparatively small.;SOLUTION: A center device 3 having interlocking station facilities 4 and a centralized interlocking device 22 intermittently communicates with an on-vehicle device 2 mounted on a train 1 by a cellular phone communication system using a general-purpose telephone radio line 14, thereby setting a train traveling route and ensuring the operation of the train 1. Without using a special communication line using a communication cable, information is transmitted while using the general-purpose telephone radio line only by paying communication expenses.
