PROBLEM TO BE SOLVED: To provide a delivery speed control apparatus, a delivery system, a delivery speed control method and a program for the delivery speed control that reduce a time for reproduction of delivered information without being influenced by a change in a transmission speed of a communication line.;SOLUTION: The delivery system includes: the delivery speed control apparatus; a delivery source device that delivers information to be delivered; and a delivery destination device that receives the delivered information has a storage means that temporarily stores the delivered information.
