PPROBLEM TO BE SOLVED: To provide a motion vector correction apparatus which can determine a reliable motion vector. PSOLUTION: In the motion vector correction apparatus 100, a bidirectional vector comparing section 7 determines that a starting point of a forward motion vector is a "disappearing region" when a distance between the starting point of the forward motion vector in an original image f(t-1) and an ending point of a backward motion vector in an original image f(t) which starts from an ending point of the forward motion vector is larger than a predetermined threshold value. A motion vector correcting section 8 compares the frequency of appearance of the forward motion vector in an original image f(t-2) with that in the original image f(t-1) and sets either the forward motion vector in the original image f(t-2) or the forward motion vector in the original image f(t-1), whose frequency of appearance is reduced most, as a forward motion vector in the "disappearing region".
