PPROBLEM TO BE SOLVED: To provide a flexible polyurethane foam which is easy in adjustment of raw material formulation and molding and has outstanding low hardness and low strain, and to provide a method for producing the same. PSOLUTION: The flexible polyurethane foam has a hardness as measured in accordance with JIS K 6400 of 10-30 N and a compression residual strain of 2-6%. For producing the foam, a foam raw material comprising a polyol, a polyisocyanate, a catalyst, and a foaming agent is reacted and foamed by a molding process. The polyol is a polyether polyol prepared by adding propylene oxide or ethylene oxide to a polyol which has a mass average molecular weight of 4,000-6,000 and is bifunctional or trifunctional with respect to a hydroxy group, and the content of ethylene oxide in the polyol is 15-30 mass%.
