PROBLEM TO BE SOLVED: To increase detection/location accuracy even for a moving target of low RCS (Radar Cross Section) such as a target under a low S/N environment, a stealth target, or the like without deterioration in sharpness of an evaluation function P even in the case of long-time integration.;SOLUTION: A plurality of passive radar devices (10) comprises: a first receiving system for receiving scattered waves to generate time-series data; a second receiving system for receiving direct waves to generate time-series data; cross-correlation calculation means (16) for calculating cross correlations based on these time-series data and specifying a time difference of arrival at the moving target and a Doppler frequency difference as observation information; and target location means (17) for obtaining a location of the moving target using the observation information and angle measurement value information. The passive radar devices (10) are arranged at different locations.
