PROBLEM TO BE SOLVED: To provide a Hagelbarger encoding system and a Hagelbarger decoding system that can correct errors in the first to third bits of information bits as reliably as in the other bits.;SOLUTION: The Hagelbarger encoding system and decoding system are provided. The Hagelbarger encoding system has a plurality of delay buffers for delaying information bits to encode them, and an initialization control section for initializing the delay buffers. The Hagelbarger decoding system has a plurality of delay buffers for delaying and logically operating the encoded code data to decode it, and an initialization control section for initializing the delay buffers. The initialization control section of at least either the Hagelbarger encoding system or the Hagelbarger decoding system gives initial values to the delay buffers to implement error corrections to the first to third bits of the information bits.;COPYRIGHT: (C)2012,JPO&INPIT
