PROBLEM TO BE SOLVED: To completely eliminate bubbles in a mutually superposed internal section as much as possible because the bubbles in the internal section cannot be removed completely since the superposing temporary-fixing of a resist film on a circuit board is conducted in an atmospheric air in a plate type vacuum laminating device conducting only lamination in a vacuum.;SOLUTION: In the pre-laminating device, the circuit board is coated partially with the resist film in such a manner that the circuit board is coated partially with the resist film by coating an irregular elastic body from the upper section of the resist film or pushing it by a roller composed of the elastic body.
