PROBLEM TO BE SOLVED: To provide a motion estimation mechanism performing fast motion estimation while simplifying the circuit configuration.;SOLUTION: A RAM_HIME 21 used in motion estimation of integer pixels of an IME 11 stores luminance data D1 of the integer pixels from an SDRAM 1 satisfying the condition of improving efficiency of reading an extracted rectangular area 42. An RAM_HSME 23 used in motion estimation of quarter pixels by an SME 13 stores partial quarter-pixel luminance data S12 satisfying the condition of efficiently acquiring by computation a post-operation rectangular area 48.
