An SPAM information filtering part 6 decides whether or not information is SPAM information according to whether or not the acquired information is matched with SPAM feature information, and when the information is the SPAM information, excludes the information. An index information generation part 7 generates the index information of the remaining non-SPAM information. An index information retrieval part 9 retrieves the index information including a keyword transmitted from the terminal T.
