PPROBLEM TO BE SOLVED: To solve a problem wherein it is difficult to discriminate open circuit or short of signal transmission route and rotation direction signal VTD when the rotation direction signal VTD indicating the rotation direction of a brushless motor 12 is output to ECU 20 in a variable valve characteristic device varying valve characteristics of an engine valve by using the brushless motor 12. PSOLUTION: A rotation speed signal generation part 44 outputs periodic rotation speed signal VTS repeating logical "H" and logical "L" according to rotation speed of the brushless motor 12 to the ECH 20. A rotation direction signal generation part 58 outputs rotation direction signal VTD coincident with or reverse to logical values of the rotation speed signal VTS according to rotation direction of the brushless motor 12.
