An acquiring section (601) acquires the number of uncompleted transactions for each regular section formed in an order placement database. A determining section (602) determines a regular section to be readjusted according to the acquired number of uncompleted transactions. A judging section (603) judges whether or not each transaction contained in the regular section determined as a section to be readjusted is an uncompleted transaction. A storage section (604) stores a transaction judged to be an uncompleted one in an auxiliary section and stores a transaction judged to be not an uncompleted one in another storage medium. A section changing section (605) changes the auxiliary section to a regular section, initializes both the regular sections determined as sections to be readjusted, and changes one of them to an auxiliary one. An updating section (606) acquires update data and updates the uncompleted transaction stored in the auxiliary section by using the acquired update data.
